Civil construction and traffic control companies are encouraged to familiarise themselves with updates to temporary traffic management (TTM) compliance and accreditation requirements, published by Victoria’s Department of Transport and Planning (DTP).

Important Updates to TTM Compliance and Accreditation Requirements

The intent of DTP’s accreditation program is to support a consistent approach to traffic management across Victoria in line with national guidelines. Within this, improvements to systems and processes are intended to ensure that the provision of information is consistent with Victorian legislation, including improvements to accreditation requirements for consistency. 

The latest changes released by DTP include:

  • Direct employment requirements: Accreditation has previously accepted labour hire agreements as evidence of direct employment. However, this is not consistent with Victorian legislation or Memorandum of Authorisation (MoA) standard conditions. These require traffic management companies to directly employ personnel that will be engaged in any temporary traffic management activities, including implementation and design.
  • Truck Mounted Attenuators (TMAs): Accreditation requires companies to provide evidence of employing TMAs. The Roadwork Permits team has now adapted processes to better support industry, by allowing the nomination of additional TMA resources.
  • Compliance to all MoA standard conditions: Accreditation now requires traffic management companies to provide screenshots showing compliant MoA activations and deactivations immediately before and after traffic control devices are put in place. Project evidence will not be accepted without this.

What this means for contractors and Traffic Control companies

Anyone undertaking, or responsible for, temporary traffic management needs to fully understand their obligations under:

  • Victorian legislation, including, but not limited to, the Road Safety Act 1986, the Road Management Act 2004, and their associated regulations and codes of practice.
  • MoA specific and standard conditions. Companies must comply with all listed conditions and any other information authorised in the MoA.
