Anne Mansell
Chair of Mallee Local Learning and Employment Network
Chair of Northern Mallee Local Learning and Employment Network (NMLLEN), Anne is passionate about education and encouraging pathways for young people into employment. Anne is the former Chief Executive Officer of Dried Fruits Australia which oversaw research & development, marketing and promotion for dried grapes.
Anne served as inaugural Chief Executive Officer of Mildura Development Corporation from February 2009 to November 2013, overseeing a number of exciting projects including Olam’s $50million investment into an almond processing plant and facilitating the business case for the $120 million Sunraysia Modernisation Project.
Anne has over 35 years experience in the horticulture sector as a partner in a family owned citrus property, and served as a Board Member and President of Sunraysia Citrus Growers.
Jamey Mullen
Manager Works & Infrastructure – Mildura Rural City Council
Jamey Mullen is a Local Government professional who has worked for 37 years in a variety of leadership roles across the state. He is currently the Manager Works and Infrastructure at Mildura Rural City Council which he commenced in October 2023. Jamey is a people person and enjoys leading large operational teams and projects. In his 37 years in Local Government, his most satisfying roles have been the physical projects where you see the results and know it makes a real difference to the community.

Paul Northey
Managing Director – Lower Murray Water
Paul joins Lower Murray Water as Managing Director following 5 years as Chief Regional Transport with the Victorian Department of Transport and Planning (DTP).
During his time at DTP, Paul lead the operation and maintenance of more than 19,000 kilometres of arterial roads across regional Victoria, as well as the management of more than 1400 regional bus and ferry contracts.
Prior to this, Paul held multiple senior management roles in the Victorian water industry, predominantly in the areas of project and service delivery, strategic planning and corporate strategy. Paul has lived and worked in regional Victoria for his entire career, with experience in both the urban and rural water sectors.
