Corey Hannett, Victoria’s Director-General – Major Transport Infrastructure Authority (MTIA)

Corey has been Victoria’s Director-General overseeing its massive pipeline of transport infrastructure projects since 2014.

As head of MTIA, he is responsible for the delivery of some of Australia’s largest transport projects, including the North East Link road tunnel, Metro rail tunnel, West Gate road tunnel, and the removal of 75 of Melbourne’s most dangerous and congested level crossings.

As well as these mega-projects, MTIA is upgrading every regional passenger line in Victoria, planning for a rail link to Melbourne Airport, planning for fast rail to Geelong and upgrading roads across suburban and regional Victoria.

Corey’s portfolio of projects currently under construction, or in planning, is $80 billion.

Corey is a driven and motivated leader, with more than 25 years’ experience in construction including 16 years in the public sector. He was previously Chief Executive of the Regional Rail Link Authority which delivered the largest rail project in Victoria for almost a century, and earlier in his career worked with Boral Resources and Baulderstone Hornibrook on large‐scale road projects.

Bede Noonan, Chief Executive Officer – ACCIONA Geotech Holding Pty Ltd

Bede will talk about the evolution of Coleman Rail, covering Geotech’s acquisition of it from BT & KA Coleman in 2002 as a pure rail contractor to it now being recognised as a leading rail infrastructure contractor. Coleman Rail’s presence has grown from building sustainable relationships and step-change projects like Glenelg to Adelaide Tram Line Extension, Adelaide’s Rail Revitalisation, New Preston Tram Depot, Work Packages A and B on Victoria’s Regional Rail Link, the recently completed Ballarat Line Upgrade (BLU), and the ongoing Southern Program Alliance (SPA), the consortium comprised of ACCIONA, Coleman Rail, WSP and Metro Trains Melbourne. SPA was recently awarded its fourth package of works, the Hurstbridge Line Duplication, and its first package of works beyond the Frankston Line.

Bede will also look at industry’s response to the Coronavirus. It was via Coleman Rail’s Minor Works projects that the company introduced an in-house QR code tracking system in response to the initial outbreak of COVID-19 that enabled individual worker (and subcontractor) reviews via a questionnaire, tracking workers movements up and down the rail corridor, effective management of workers during the Melbourne metropolitan “postcodes lockdown” and Power BI dashboard reporting. Following the successful implementation on our own projects, the QR code tracking system was introduced to our alliance projects, BLU and SPA.

It was again on SPA that we trialled a mask testing scheme (bringing testing to the work sites; testing five samples at once; results back within 6 hours; enormously scalable, to the tens and hundreds of thousands of tests per day). It came about from a desire to find an industry solution, rather than waiting for government policy.

Finally, Bede will look at the design process in infrastructure projects. A firm believer that the biggest opportunity for improving our carbon footprint lays in this design process, we must work out how to go back in time where “necessity was the mother of invention”. Overdesigning elements leads to excessive use of materials, excessive hours of design, excessive labour hours and machine-fuel use. Breaking the existing norms of design review and allowing engineers to think outside the square is now our social responsibility.

Tony Aloisio, Director – Ecologiq

Join Ecologiq’s Director Tony Aloisio as he explores how the Victorian Government’s Ecologiq initiative is helping drive the use of recycled and reused content in rail infrastructure projects and build a circular economy.

Tony will delve into how contractors on our state’s biggest rail projects can effectively implement the Recycled First Policy, which came into effect for all new major transport infrastructure projects in 2020.

He’ll also discuss priority recycled materials in rail and how contractors can encourage innovation in the rail sector as well as work with Ecologiq to deliver purposely greener infrastructure.

Tony is an infrastructure industry leader and passionate advocate for a purposefully greener future. He leads a dynamic team that aims to optimise the use of recycled and reused materials on Victorian transport projects, change the approach to technical standards and specifications and build market capacity and capability.

Before joining Ecologiq, Tony held senior roles at Fulton Hogan Australia and Boral Asphalt. Tony completed the University of Cambridge’s sustainability leadership program in 2018.
