Vaughn Notting
Executive Manager Infrastructure, City of Ballarat

Vaughn holds the position of Executive Manager Infrastructure at the City of Ballarat.  He joined the City in March 2018 and has over 18 years’ experience as a municipal engineer working across five separate municipalities. Vaughn is a former ADF officer and holds a Bachelor of Engineering (Civil).  He has extensive leadership training via his military training, IPWEA and LGPro.

A key part of the role is the delivery of the City’s Capital Works Program including a $10.0M local road construction program, $5.0M civil works program and other standalone projects.  Another key component is the development front where the City is gifted approximately $35M worth of new assets each year as new subdivision development expands to Ballarat’s West.

Vaughn will be discussing contractor relationships and the upcoming program of works for the 2022/23 FY.  Also discussed will be the introduction of sustainable recycled products currently finding their way into the civil construction industry and other civil works products currently under trial at the City of Ballarat.

Jeff Haydon
General Manager, Central Highlands Water

Jeff has worked at Central Highlands Water for the past 12 years as a General Manager with responsibilities for Infrastructure Planning, Growth and Development, Asset Management, Water Resource Management, Water Treatment, Laboratory Services and Sustainability.

Prior to Central Highlands Water, Jeff worked as the Executive Director of Infrastructure Services at the City of Ballarat for four years and has had over six years of engineering consulting experience in a senior infrastructure planning role.

Jeff has a degree in Civil Engineering from the University of Melbourne, a Masters of Business Administration at Federation University and has completed the Australian Institute of Company Directors Course.
