Recent safety incidents have raised awareness of the need for training and experience when tackling high risk construction.

Deep sewer construction is seen as high risk and should only be undertaken by well trained and experienced personnel. A new sewer construction category, SC1 (a), which recognises the value of training and experience has been introduced for higher risk construction. The category SC1 is now restricted to Sewers at less than 3.5 metres deep and less than 280 mm diameter.

New, or smaller, contractors are now able to enter the land development industry through Category SC1 while gaining the expertise and experience necessary to apply for the higher risk SC1 (a) category.
