Course Details
Short Term/Low Impact (STLI) works are those conducted without the assistance of accredited Traffic Management personnel, and in accordance with simplified Traffic Guidance Schemes. STLI deals specifically with those worksites which are of such a short nature and have sufficiently low impact that a site-specific risk assessment has determined that the work can be undertaken without the use of a Static Worksite.
For example, if the works are minor in nature (e.g., pothole repairs, vegetation trimming) or can be performed quickly along multiple sites, then a short term, low impact worksite may be appropriate. It is important to understand that completing this course does not qualify an individual to work as a Traffic Controller, Traffic Management Implementer, or Traffic Management Designer.
The implementation date for Victoria was 1 April 2025, and all Short-Term Low Impact workers must transition to the new training before their existing card expires.
This non-accredited course is delivered by the Civil Contractors Federation (Victoria Branch), a Registered Training Organisation (RTO Number 3704) and an AustRoads approved training provider. After completing this course CCF Victoria will send your course completion to Austroads. All the fees, including Austroads fee of $30, are included in the fees.

- Hold a Construction Induction White Card (Red Card is also accepted).
Is Refresher Training Required in future?
More information regarding this course refresher will be available later; at this stage it is anticipated a refresher will be required every three years.

Who should attend?
This course is ideal for workers who perform Short Term/Low Impact (STLI) works
and do not require the assistance of accredited Traffic Management personnel. This typically includes individuals involved in:
- Minor road maintenance tasks such as pothole repairs, vegetation trimming, or litter removal.
- Quick, low-impact activities that can be performed without establishing a static worksite with barriers.
- "Occasional users" who need to conduct basic, lower-risk traffic control as part of their job.
It is crucial for attendees to understand that this is a non-accredited course and will NOT qualify you to work as a Traffic Controller, Traffic Management Implementer, or Traffic Management Designer.

What qualifications does this offer?
On successful completion of the course, you will receive a Certificate of Completion which states that you have successfully completed the TTM Short-Term Low Impact Worker course. This Certificate will also have the statement below:
"This statement provides the individual to perform duties associated with Short-Term Low Impact works in Victoria. Please note this excludes the individual from performing the functions of a fully qualified Traffic Controller, Traffic Management Implementer or Traffic Management Designer."
